Trey Trainor is a partner at Dhillon Law Group Inc., where he focuses on election law, campaign finance, government ethics, and related constitutional matters. With over two decades of experience, he is recognized as a leading authority in these fields, having represented candidates, campaigns, political parties, and conservative causes across Texas and at the federal level.

Prior to joining Dhillon Law Group, Trainor served as a Commissioner on the Federal Election Commission (FEC), nominated by President Donald J. Trump. He was twice elected Chairman of the Commission, where he worked to enforce campaign finance laws while advancing principles of transparency, integrity, and limited government regulation of political speech. He resigned from the FEC in 2025 to return to private practice.

Trainor previously served as General Counsel to the Texas Secretary of State and as General Counsel to the Republican Party of Texas. He has also acted as counsel to the Texas House Committee on Regulated Industries and held various advisory roles in the Texas Legislature. His national experience includes serving as counsel to two presidential campaigns and as General Counsel to the Platform Committee for the 2016 Republican National Convention. Earlier in his career, he worked as Special Assistant to the Secretary of Defense in the Department of Defense’s Office of General Counsel and as a partner at Akerman LLP specializing in election and campaign finance law.

He is Board Certified in Legislative and Campaign Law by the Texas Board of Legal Specialization. Trainor earned his undergraduate degree from Texas A&M University, where he was a member of the Corps of Cadets, and his Juris Doctor from Texas A&M University School of Law (formerly Texas Wesleyan University School of Law). He was honorably discharged from the U.S. Army Reserves and is licensed to practice in Texas.
